根据治理黄河总的要求,结合农业合作化高潮形势下的情况,各地都在更具体地制定适合各种土地类型的小流域或村、社的综合性水土保持规划。为了提供参加此项规划工作同志的参考,兹将在陕北黄士邱陵沟壑区进行规划工作的步骤简述于下。不过这个材料很不全面,特别是农、林、牧方面提得少,希望同志们指正。
According to the general requirements for the governance of the Yellow River and the circumstances under the situation of the upsurge of agricultural cooperation, all localities are making more specific plans for the comprehensive conservation of water and soil in small watersheds or villages and communities suitable for various types of land. In order to provide a reference for participating in this planning work, we will briefly outline the steps involved in planning in the Huanggui Qiu and Gully areas of northern Shaanxi. However, this material is not comprehensive, especially in agriculture, forestry and animal husbandry, and it is hoped that comrades can correct me.
