科技期刊是随着社会政治、经济、文化的发展,教育的普及和科学技术进步而不断发展起来的,是生产建设和社会进步到一定阶段的产物,是科学事业发展的需要。它是属于上层建筑的范畴,但它又能推动着生产力的发展。所以许多科学发达的国家和学术团体,都把办好科技期刊视为崇高的职责和重要任务。科技期刊的兴盛时期始于二十世纪,特别是第二次世界大战后,世界出版的科技期刊达两万多种,其中社会学科和自然学科期刊之比大约为7:3,在自然学科期刊中,工程技术类约占50％。
