This article discusses the concepts, methodology, and methods of system decision making. The discussion shows that system decision-making is different from business decision-making, which is a strategic decision for engineering development. System decision-making on the overall project attributes, project development and social environment and the relationship between the natural environment to make a rating and selection. The significance of systematic decision-making lies in ensuring the stability and continuity of the development strategy and establishing the correct and sufficient preconditions for the implementation of the project, including engineering design, construction and application. The discussion pointed out that the special needs of human creativity and experience in making systematic decisions must be well integrated with decision-making methods and information machines, ie a combination of quality and quantity decisions. The last section discusses the decision-making methods at all stages of system decision-making.
