社会生产的最基本要素就是人力和物力,随着市场经济的发展,许多国有企业已充分认识到物力上加强管理的必要性,通过优化资本结构、加强成本控制提高资金、物资的利用效率,大大提高了效益,但在人力资源的管理和开发上却相对滞后了。加强国有企业人力资源的开发和管理,关键在于树立“以人为本”的管理观念,建立科学的机制以充分调动员工潜能,实现企业物力与人力资源的结合,这样才能实现良好的经济效益。
