发达国家在建设和完善廉租房制度的过程中,形成了实物配租和租金补贴两种保障方式。发达国家廉租房保障方式的历史经验和现实选择说明:在住房短缺的时代,实物配租能够在短时期内增加住房供给,解决低收入者的住房问题,对于缓解社会矛盾、维护社会的稳定运行有积极的作用;而在住房供给相对充盈的时期,租金补贴是一种让政府、社会、市场三方都比较满意的政策选择。我国在建设和完善廉租房制度的过程中,除了要借鉴发达国家和地区的经验之外,还需要加大公共财政的支持力度,多渠道保障廉租房保障资金的落实。
