农村投递是整个邮政投递网的重要组成部分。笔者所在的常熟市地处长江下游,地方经济繁荣、群众生活富裕,农村人口占了三分之二强,因此搞好农村投递网建设,满足农村居民的用邮需求显得尤为重要。从2000年12月开始,常熟市邮政局积极探索,走出了一条农村投递改革的新路。一、改革之前,形势严峻农村投递改革以前,农村投递人员配置基本沿用1998年邮电分营前的定员标准。在常熟市25个农村集镇、380个行政村中,共有农村支局31个,其中担负投递任务的支局有29个,有集镇邮路30条、农村邮路57条,共有农村投递人员87名,人均服务户数为2500多户。如果按照农村集镇邮件亲投到户的要求,投递员工作负荷量较大,同时,随着业务量收、业务结构、生产作业条件的变化,原有的定员标准已不能满足形势的需要。
