随着改革的不断深化,国有 企业改制步伐的进一步加快,职工 会员队伍一段时期内出现了流失 现象;非公经济的迅猛发展,工会 组建滞后,一度影响了工会组织建 设。针对这一普遍问题,蚌埠市总 工会引入会员优先机制,建立符合 市场经济规律的工会会员会籍管 理制度。2004年初出台了《蚌埠市 总工会关于工会会员优惠待遇暂 行规定》。
