党的十四大和十四届三中全会为全党和全国人民提出了新的历史任务,制订了新时期的发展纲领。党中央和国务院要求我们要尽快建立社会主义市场经济体制,保持国民经济的持续、快速、健康发展。怎样才能完成这一光荣而艰巨的历史任务呢?我认为最关键、最核心的仍然是解放思想,用新思路去指导新的实践。什么是新思路?就是按实事求是的原则建立新的意识形态体系和实践体系。它包括新的思维方式、新的标准、新的战略和发展体系、新的领导方法、新的措施等等。
The 14th CPC National Congress and the 3rd Plenary Session of the 14th CPC Central Committee proposed new historical tasks for the entire party and the people throughout the country and formulated a development agenda for the new period. The Party Central Committee and the State Council require us to establish a socialist market economic system as soon as possible and maintain the sustained, rapid, and healthy development of the national economy. How can we accomplish this glorious and arduous historical mission? I think that the most crucial and the most essential thing is to emancipate the mind and use new ideas to guide the new practice. What is a new idea? It is based on the principle of seeking truth from facts to establish a new ideological system and a system of practice. It includes new ways of thinking, new standards, new strategies and development systems, new leadership methods, new measures, and so on.
