1983年10月28日,陕西省林业局长会议在西安举行。会议认为,陕西省的林业形势越来越好。主要表现在:1.各级党政领导愈来愈重视林业,把发展林业提到了议事日程。省政府1981年决定把黄龙、乔山、关山、秦岭、巴山五大林区,划为水源涵养林;1982年元月,省政府颁布了《陕西省森林保护管理暂行办法》;为了调动各方面造林的积极性,加快绿化步伐,省委发出了放宽林业政策,扩大自留山面积的通知;1982年省、地、县相继成立了绿化委员会;省委召集林业专家和科技人员座谈,听取意见,并组织省市党、政、军各级负责同志共200多人,以身率先在南五台采集树种,进一步落实胡耀邦同志的重要讲话精神。2.林业生产责任制有了新的进展。目前,全省已有10万多个生产队建立了林业生产责任制,在9700多个集体林场中,约有一半实行了承包;林业专业户、重点户已发展到21万多
