A社区第八届党支部书记换届选举遵循“两荐三评一选”的程序进行。党支部换届存在三个突出的问题:候选人条件的设定违背公平原则;“无记名投票”难保投票的秘密性;“居委会委员中产生其他党支部委员”违背党的基本组织原则。据此,规范村(社)党组织选举的对策是:从村(社区)情出发,设定公正的候选人条件;从制度、文化、场所等层面完善,确保投票的秘密性;科学规范交叉任职的融合程序;加强对村(社区)党组织选举的监督。
A community Eighth Party branch secretary general election follow the “two recommended three ratings one election” process. There are three salient issues for the general election of party branches: the conditions for the candidates are set in violation of the principle of fairness; the secrecy of voting for “secret votes” is not guaranteed; “the members of other party branches that are members of the neighborhood committees” violate the basic organizational principles of the party . Accordingly, the measures to standardize the election of village (community) party organizations are as follows: starting from the village (community) situation, setting fair candidate conditions; improving from system, culture and place to ensure the secret of voting; Serving the integration process; strengthen the village (community) party organization election supervision.
