脱贫致富,解决温饱问题,是一项复杂的系统工程。党的十一届三中全会以来,在党的路线、方针、政策的指引下,我国农村发生了深刻的变化,大部分地区不仅解决了温饱问题,而且开始走上了富裕道路,但由于自然条件、历史沿革、工作基础和劳动者的科学文化素质的差异,全国农村的经济发展很不平衡。据1988年的统计,全国还有676个贫困县和约一亿左右的人口仍未摆脱贫困。所以,帮助贫困地区和贫困户尽快脱贫致富,改变面貌,是摆在我们面前的一项艰巨而光荣的任务。
To get rid of poverty and solve the problem of food and clothing is a complicated systematic project. Since the Third Plenary Session of the 11th CPC Central Committee, profound changes have taken place in rural areas of our country under the guidance of the party’s line, principles and policies. Most areas have not only solved the problem of adequate food and clothing, but have embarked on a path of affluence, but since natural Conditions, historical evolution, work basis and the scientific and cultural qualities of workers, the economic development in the rural areas of the country is not balanced. According to the statistics of 1988, there are still 676 poor counties in the country and about 100 million or so of the population have yet to get out of poverty. Therefore, it is an arduous and glorious task for helping poor areas and poor families to get rid of poverty and change their appearance as soon as possible.
