煤是市场煤,电是计划电,被认为是造成这种煤电相互“掐架”的主要原因。随着经济发展,市场对煤的用量越来越大,煤价也是水涨船高,而电价却是关系国计民生的,稍微变一下,都会牵动各方面的神经。煤价在涨,而电价不涨,时间长了电厂肯定会亏损,所以每年到这个时候,都要由政府出面进行协调。但是,由电煤短缺引起电力供应紧张的根本原因并没有彻底解决,煤炭企业的价格上涨要求与电力企业设定的“底线”相差甚远,再次发生限电的可能性仍然存在。
