On September 23, the General Office of the State Council of China released the “Notice of the State Council on Issuing the Overall Planning of Post-Wenchuan Earthquake Rehabilitation and Reconstruction” and the full text of the plan on the Internet of the Chinese government. China will spend about 1 trillion yuan in three years or so to complete Sichuan and Gansu
