种子是农业生产中最基本、最重要的生产资料,是农业高科技的载体,是产业的“芯片”。如果说深圳前30年的发展主要依靠电子信息产业的话,那么,深圳后30年的发展,将主要依靠生物技术、互联网和新能源等战略性新兴产业。经过多年发展,深圳在资金力量、高科技研发环境、科技人才和现代企业管理及市场化方面的优势明显,已形成了一定的高科技农业发展的集群优势。这些企业和研发中心将研发、中试和总部等设在深圳,而把育种基地、推广和市场等放在异地,通过总部经济模式,面向全国并辐射周边国家进行技术输出,促进深圳农业高新技术产业发展。为此,发展生物育种是深圳市农业转型发展的重要决策,是深圳市推进战略性新兴产业发展的重要内容。
