振兴农村经济,特别是粮食生产的稳定增长,必须依靠科学技术、必须下大力量向农村输送急需的中、初级专业技术人才。农业中专(含牧、渔、机、农垦)是培养中级农业专业技术人才的主要基地,现行的主要招收应届初、高中毕业生,毕业后统由国家包分配到全民所有制单位的制度,很不适应农村急需专业技术人才的要求。大量的毕业生下不到农村第一线,下去的也很难留住。近年来,大多数省、自治区进行了农业中专不包分配的改革试点。
To rejuvenate the rural economy, especially the steady growth of food production, we must rely on science and technology. We must make great efforts to deliver much-needed primary and junior professional and technical personnel to the rural areas. Agricultural secondary schools (including animal husbandry, fisheries, machinery and land reclamation) are the major bases for training middle-level specialized agricultural technicians. The current system mainly recruits junior and senior high school graduates and is assigned to state-owned units after graduation. Not meet the urgent needs of rural professionals in the technical requirements. A large number of graduates can not reach the front line in rural areas, it is difficult to keep going. In recent years, most provinces and autonomous regions have carried out pilot reform of non-distribution of agricultural secondary specialized schools.
