各市、县、自治县人民政府,省政府直属各单位:近几年来,我省民族教育取得了长足发展,办学规模明显扩大,办学条件明显改善,教育质量和办学水平明显提高,为提高我省少数民族的科学文化素质、促进少数民族地区经济发展和社会进步、加强民族团结、保持社会稳定和维护国家统一作出了积极贡献。但是,由于历史、社会、地理条件,特别是经济基础薄弱等原因,我省少数民族地区教育基础比较薄弱,教师队伍整体素质不高,教育投入不足,少数民族人口受教育的总体水平偏低状况还未能得到根本改变,深化改革、加快发展我省民族教育,仍然是海南经济社会发展面临的紧迫任务之一。为了进一步贯彻落实《国务院关于深化改革加快发展民族教育的决定》(国发[2002]14号)精神,加快我省民族教育改革与发展,特提出如下实施意见:一、我省民族教育工作的指导思想和目标任务1.指导思想。以邓小平理论和“三个代表”重要思想为
