2013年2月5日国务院办公厅发布国务院批转发展改革委、财政部、人力资源和社会保障部等部门《关于深化收入分配制度改革的若干意见》的通知。在这份收入分配改革的总体方案中,居民财产性收入、多层次资本市场受到重点关注。为贯彻落实党的十八大提出的“实现发展成果由人民共享,必须深化收入分配制度改革”要求,深入推进“十二五”规划实施,完善收入分配结构和制度,增加城乡居民收入,缩小收入分配差距,规范收入分配秩序,现提出以下意见:一、充分认识深化收入分配制度改革的重要性和艰巨性改革开放以来,我国收入分配制度改革逐步
