在我国经济体制改革攻坚攻难的特殊阶段 ,经济发展以结构调整为重点的关键时期 ,落后的西部地区无疑面临着更多的矛盾和更大的困难。如何紧紧地抓住国家实施西部大开发战略和加入WTO的大好机遇 ,尽快从根本上破解这些难题 ,是当前西部十二省、市、自治区广大干部、群众和理论工作者面临的一项重大课题。四川省乐山市近几年坚持以开放促改革、促发展 ,在西部地区率先闯出了一条经济跨越式发展的新路子 ,非常值得我们认真地借鉴和思考。乐山的成功实践表明 :西部地区的改革与发展既要依靠“内力” ,又要借助“外力” ,只有内外力相互融合、影响、作用并形成巨大的合力 ,西部地区的经济发展才会创造出东部地区乃至超过东部地区的奇迹。乐山的成功经验证明 :自觉以“三个代表”思想为指导 ,走开放经济之路 ,必须大胆解放思想 ,坚持与时俱进 ;必须正确处理改革、发展与稳定的关系 ,转变作风抓落实 ;必须努力进行管理创新、体制创新、机制创新和科技创新 ,营造有利于开放的经济和社会环境。为此 ,我刊将介绍近几年来乐山市对外开放成功实践及其启示的专文发表于此 ,供广大读者参考。

Leshan’s successful experience proves that: Consciously taking the thinking of the ’Three Represents’ as a guide and taking the road of opening up the economy, we must boldly emancipate our minds and keep pace with the times. We must correctly handle the relationship between reform, development and stability, Efforts must be made to make management innovations, system innovations, mechanism innovations and technological innovations so as to create an economic and social environment conducive to liberalization.
