在向社会主义经济体制转型和产业结构调整的过程中,我国正面临着城镇新增劳动力就业、国有企业下岗失业人员再就业和农村富余劳动力进城务工“三碰头”局面。在总量性失业压力空前的同时,结构性失业压力日益突出已成为我国失业问题的主要矛盾。针对我国城镇结构性失业这一问题,本文试图分析其出现的原因与特性,并探讨其治理的对策。
In the process of restructuring the socialist economic system and industrial restructuring, our country is facing the situation of new labor force employment in cities and towns, reemployment of laid-off workers from state-owned enterprises and rural surplus labor force to go to cities for work. While the aggregate unemployment pressure is unprecedented, structural stress on unemployment has become increasingly prominent and has become the major contradiction in the unemployment problem in our country. Aiming at the problem of urban structural unemployment in our country, this paper attempts to analyze the causes and characteristics of its emergence and discuss its countermeasures.
