浦东新区有小学221所,小学生13万人,遍布在522平方公里的土地上。区内又有厂办、企业办、私立公助、公立私人承办、中外合资等多种办学模式。浦东新区是教育改革综合试验区,要探索新形势下社会主义现代化城区教育的新路子。新区小教学校多、地域广、任务重.而明确分管小学教育的只有2名同志。如何适应“小政府大服务”的机构改革、创立新区小教管理模式的特色呢?
