鼓励外资参与国有企业改组改造鼓励外资参与国有企业改组改造的主要政策有:(1)外国投资并购和参股改造国有企业,原国有企业历史形成、确实难以归还的历史欠税,按照规定条件经国务院批准后给予豁免。支持符合条件的外商投资股份制公司在国内外资本市场上市。(2)允许外商投资企业依法购买金融资产管理公司的不良债权,股权,并对其拥有的资产进行重组与处置。(3)外国投资者并购国有企业后设立的外商投资企业,在劳动关系处理、经济性裁员和社会保障等方面按照国民待遇执行国家现行法律规定和制度。(4)建立健全东北地区产权交易机制,为外国投资者以并购、参股等方式投资提供便利和规范的环境。
