在农业大县犍为,乡村干群关系一度比较紧张,群众上访不断,曾经是影响全县农村稳定和发展的主要因素。据县纪委信访统计,去年农村信访件占总数的80%以上,而其中反映农村财务问题的又占60%以上。虽然过去也采取了一些措施,但都没有从根本上解决问题,结果仍是群众不满意,干部有怨气。今年,全县采取有力措施积极开展村务公开、强化民主监督
In the major agricultural counties, the relations between cadres and the masses in the villages were relatively tense and the masses petitioned continuously.
