1991年10月25日,由鼎城区区委书记胡前松、副书记陈筱泽、区长卜功付等同志带队,组织有关办事处书记、乡(镇)长及区畜牧水产局负责人一起参观了安乡县的渔业生产,听取了安乡县熊县长关于渔业生产情况的介绍,看了该县陈家咀乡、下鱼口乡渔业开发现场。胡书记感受颇深,指出振兴鼎城水产要四学安乡:一学思路;二学精神;三学魄力;四学措施。各办事处、乡(镇)负责人纷纷表示回去后要认真组织,大力搞好第三次渔业开发。第二天,由区委主管农业的陈筱泽副书记主持召开了全区养殖工作大会,重点布置渔业开发工作。他指出,各级领导要把渔业开发当成农村
