自财政部党组成员、纪检组长金莲淑同志提出“调整和完善专员办业务工作机制的整体思路和具体要求”与“建立健全财政监督机制切实推进财政监督工作全面协调发展”以来,全国各级财政监督系统围绕机制建设展开了大讨论,有效地推动了财政监督机制建设。为进一步推动财政监督机制建设,本刊特推出一组有关财政监督机制建设的理论调研课题,旨在为各地推进财政机制建设提供有益借鉴。
