长期以来,我国的企业干部都是由上级委派,没有真正管理企业的权力;承包制的短期行为现象,也不可能诞生真正意义的企业家。实行股份制后,将会出现三个转变:(1)厂长(经理)由过去的上级领导要我干转变为现在的我要干,增强了责任感。(2)厂长(经理)由原来的国家干部转变为现在的企业家来管理企业。(3)厂长(经理)的任期可能是一两年,也可能是十年二十年,这取决于经营者的能力和业绩。这样有利于克服短期行为,造就真正的企业家人才。
For a long time, China’s corporate cadres have been appointed by higher levels and have no real authority to manage the enterprise; the short-term behavior of the contracting system is also unlikely to produce true entrepreneurs. After the implementation of the shareholding system, there will be three changes: (1) The director (manager) has changed from being the superior leader of the past to doing what I want to do now and strengthening the sense of responsibility. (2) The director (manager) was transformed from the original state cadre to the current entrepreneur to manage the company. (3) The term of the director (manager) may be one or two years, or it may be ten or twenty years, depending on the manager’s ability and performance. This will help overcome short-term behavior and create real entrepreneurial talent.
