概括淄博市科教兴市的基本思路,可以归纳为六个方面: 一、坚持科技教育并提。科学技术是生产力发展的决定性因素,是经济发展的内在动力,抓科技的同时,必须抓好教育。因为科技的发展,经济的振兴,都取决于劳动者素质提高和大量合格人才的培养。百年大计,教育为本。二、突出以经济建设为中心。“社会主义的根本任务是发展生产力”,各项工作必须服从和服务于经济建设,科教兴市要把经济建设作为出发点和落脚点。据此,科教兴市的目标、任务、政策、措施的制定要考虑两个方面,一是经济不依靠科技,教育就没有出路,二是科技、教育没有经济和社会的有效需求也难以存在和发展,其着眼点就是振兴经济,推动经济结构、技术结构、生产方式以及人们的生活方式和思维方式的变革,提高社会的文明程度。

To revitalize the city through science and education, economic construction should be taken as the starting point and the foothold. Therefore, the formulation of goals, tasks, policies and measures for rejuvenating the city through science and education should consider two aspects. First, economy does not rely on science and technology and education has no way out. Second, science and technology, education, economy and social needs are hard to exist. Development, its focus is to revitalize the economy and promote economic structure, technological structure, mode of production and people's lifestyle and ways of thinking changes, improve the level of civilization of society.
