国家建设部早在1995年颁布了城市建筑节能实施细则,并在2000年10月1日发布了第76号令民用建筑节能管理规定,相关实施细则和管理规定中都强调了节能政策和环保政策,并明令指出不能达到节能标准的工程项目,不能获批施工建设,此外建筑节能工程施工质量验收规范于2007年10月1日的颁布也是我国首次把节能工程明确划分为建筑工程的一项分部工程,实现立项、施工、完工整个建筑过程的闭合管理的规范性文件,作为建筑装饰节能减排的指导性文件意义重大。
As early as 1995, the Ministry of Construction promulgated the rules for the implementation of energy conservation in urban buildings, and on October 1, 2000, issued the Decree No. 76 for the administrative regulations for energy conservation of civil buildings.
