建设工程监理制于1988年开始在中国试点,已经发展了20多年。但项目法人制的不断完善,以及投资方对投资效益的更加重视,业主对项目全过程管理服务的要求越来越强烈。虽然监理企业承担了一部分项目管理工作,但现有监理企业大多是施工阶段的管理,达不到业主全方位管理的要求。现有以施工阶段监理为主的监理企业必将向全方位工程项目管理企业转型和发展。
The construction project supervision system was started in China in 1988 and has been developed for more than 20 years. However, the continuous improvement of the legal person system of the project and the greater emphasis placed on the investment benefits by the investors have made the owners more and more demanding in the management of the whole process of the project. Although the supervising companies took part in the project management, most of the existing supervising companies are in the construction stage and cannot meet the requirements of all-round management of the owners. The existing supervisory companies, which mainly carry out construction supervision, will surely transform and develop into all-round project management companies.
