上海市地区工业(原街道工业)是一支不可忽视的力量,目前正处于以解决社会就业为目标向发展生产为目标、从加工型生产向产品型生产、从加工组型管理向企业型管理的转变阶段。地区工业向何处去?它与上海经济发展战略的关系如何?这是必须回答的问题。本文以大量的实地调查为基础,分析了目前地区工业内向型结构的形成原因、特点以及存在问题;指出了在今后一段很长时期内,内部积累不足和工资福利增长的矛盾将成为阻碍地区工业健康发展的主要因素。为此,本文论证了地区工业今后可能选择的各种模式,评价其得失,得出了地区工业必须在外向中求发展的结论。
