我国行政问责制度面临的困境是之色权限界定不清导致责任主体难以明确,全国性行政问责的法律缺失影响了问责的效果。我国行政问责制度的出路在于行政机关间职责权限的清晰界定,强化异体问责与完善监督机制,完善政府绩效评估体制,问责程序的制度化建设,以及完善相关的法律法规。
