黑龙江省乌裕尔河中上游流域是我省黑土地的中心地带,总面积8972.2km~2,其中水土流失面积5788.7km~2.初垦期,土地肥沃,农业生态环境良好,是众所周知的大粮仓.由于过去农业生产单一经营,种养失调,导致了严重的水土流失.为了改变这种状况,1996年国家正式批准乌裕尔河中上游流域水土保持工程项目上马兴建.该项工程完成后,每年可增产粮食2亿kg左右.1996年秋季,该流域的拜泉、克山、克东三县抓住机遇,县委书记任工程总指挥,同工程技术人员一起,带领群众大干快上,现已完成治理面积6800hm~2.
