沈阳市总工会最近调查了88家非公企业工会的组织状况。工会机构大多被撤并。88家企业中,只有5家原国有和集体改制为民营的企业工会,是以独立的建制存在,其余83家全部被合并到企业的党群工作部(党群办)、经理办、综合办、人力资源部等党政部门。有的虽然没有合并到党政部门,但由于工会干部全部由企业中层领导兼任,实际上工会的实体机构已不复存在。
The Shenyang Federation of Trade Unions recently investigated the organization of 88 non-public sector trade unions. Union agencies are mostly merged. Of the 88 enterprises, only 5 were transformed into private enterprise unions by the former state-owned and collectively-owned ones. They exist on an independent basis and the remaining 83 are all party and mass organizations (party and government offices), managers’ offices and general offices , Human Resources Department and other party and government departments. Although some have not been merged with the party and government departments, the actual unionization of the trade union no longer exists due to the fact that all the trade union cadres are part-time leaders of the enterprises.
