水利建设战线上的全体同志们:我代表水利电力部向你们致以亲切的慰问和崇高的敬意!亲爱的同志们!在党的八届八中全会决议公布以后,全国人民经过反右倾、鼓干劲,正在开展一个声势浩大的群众性增产节约运动。水利建设运动,入冬以来,特别是十月下旬中央发布关于大兴水利的指示和召开全国水利会议以后,也是波澜壮阔,一日千里。据12月初不完全统计,全国投入水利战线的人数达到六千万人以上。开工的大、中、小型工程达到120多万处,已完成的土石方达52亿立方米。一个领导更坚强、规模更宏伟、准备更充分、措施更具体、质量更好、工效更高的水利建设高潮已在全国范围内形成。这是各地党委认真贯彻党的八届八中全会决议的伟大胜利,是总路线、大跃进、人民公社的光荣旗帜在水利战线上的继续胜利。
