1949年5月初,准备接管上海的中国人民解放军干部开始做进城的各项准备。当时学习的文件主要有《中国人民解放军布告》(即“约法八章”)、《中共中央华东局关于接管江南城市的指示》、《城市政策汇编》第一辑、第二辑,以及华东军区暨第三野战军司令部颁发的《入城守则和纪律》等。要求南下干部认真学习党的七届二中全会精神,从思想上解决党的工作重心从农村转到城市的问题。以便进城以后把城市管理起来,使城市生活迅速正常化。本文以《城市政策汇编》第二辑内容为主线,具体介绍了部队进驻上海前的这段历史。
