苏州市各级政府在发展优势产业和新兴产业的同时,将就业这一根本性的民生主题同步规划,把培养产业急需的技能人才纳入发展目标,制定实施了一系列就业政策及技能人才培养政策。自“十一五”以来,苏州市每年免费培训城乡劳动力40万人左右,其中技能培训10万人左右。2011年末,苏州市技能人才队伍结构高级、中级、初级比例关系为28:48:24,与优化产业结构同步优化了就业结构;当年,苏州市社会登记失业率为3.5%,城镇登记失业率为2.72%。
