江泽民总书记在华东七省市国有企业改革与发展座谈会上指出,要“允许和鼓励资本、技术等生产要素参与企业收益分配。经营者收入,要根据企业经营的业绩、难度和风险合理确定,逐步建立和完善企业经营者的激励和约束机制。”回顾金山区三年来对区属公司的经济目标考核过程,可以说是按照江总书记的要求来实践的。从1997年起,金山区积极探索、逐步完善经济目标考核工作,把企业经营者的智力、素质、道德修养在企业经营活动中所创造的效益作为一种重要的生产要素参与企业的分配。通过三年的实践,区属公司的经济目标考核的效果越来越明显,区属公司的经济效益、资产质量也越来越好。
