目前,“小城镇,大战略”已成为全国上下的共识。发展小城镇,带动一定农村区域的经济和社会全面进步,成了解决“三农”问题、走出二元经济尴尬、重建国民经济强势的重要途径。 还在学界对小城镇问题纷论不一的时候,全国的小城镇建设实践实际已经开始。各地的探索为学术研究提供了实证,同时也为今后的小城镇建设全面推行积累了必要的经验与教训。在全国的探索队列中,温州无疑是取得较多成功的先行者之一。他们以市场开拓为先导、发展乡镇企业、带动生产和基础设施建设的路子被费孝通先生称为“温州模式”。它较之依靠工业基地、大中城市、发达地区的扩散而取得发展的其他模式,有自己显著的特征。对于较少经济辐射中心的中西部地区,这也许更具推广价值。 但生搬硬套某种模式是难以取得理想效果的,因地制宜地借鉴经验、摸索磨合,更为可行。本次我们选取的温州7镇,并非都是实力最强的,但或实力强、或发展快、或有特色,他们的现状、措施、问题探讨、前景思路有较广的代表性。同时,我们还请温州市规划局城乡处的蔡向海同志对温州小城镇建设状况作一个总括。这种有点有面的介绍无意于模式推销,目的在于为其他地区开展小城镇建设工作点拨思路和提供切入点。 At present, the “small town and grand strategy” has become the consensus of the whole country. Developing small towns and bringing along all-round economic and social progress in certain rural areas have become an important way to solve the “three rural issues”, get out of embarrassment in the dual economy and rebuild the national economic strength. Still in the academic circles have different opinions on the issue of small towns, the practical construction of small towns nationwide has already begun. The exploration around the area has provided empirical evidence for academic research as well as accumulated the necessary experience and lessons for the future implementation of the construction of small cities and towns. In the national exploration queue, Wenzhou is undoubtedly one of the forerunner of more success. Taking market exploration as the guide, they have called the “Wenzhou model” of developing township enterprises and driving production and infrastructure construction. It has its own salient features over other modes of development that rely on the proliferation of industrial bases, large and medium-sized cities, and developed regions. For the central and western regions with fewer centers of economic radiation, this may be more promotional. However, it is hard to achieve the desired result because it is hard to obtain a certain model. It is more feasible to draw on experience and explore ways to adapt to local conditions. The seven towns in Wenzhou we selected are not the most powerful but powerful or fast-growing or have distinctive characteristics. Their status quo, measures, problems and prospects are broadly representative. At the same time, we also asked Cai Xianhai, director of the Urban and Rural Planning Department of Wenzhou City Planning Department, to give a general overview of the status of small towns in Wenzhou. This somewhat informative introduction is not intended to be used for model marketing, with the purpose of giving some ideas and providing entry points for small town development in other regions.
