作为“中国明清城墙”组合项目,南京城墙从2003年当选我国申报世界文化遗产名录预备名单以后,国家文物局在2006年和2012年又两次进行核选更新列入了中国申遗预备名单.2014年中国明清城墙联合申遗工作推进会在南京召开,会议确定了南京市为中国明清城墙联合申遗牵头城市.2016年3月,经过补充修改、充实完善的联合申遗文本已正式递交省文物局;对照申遗标准,启动南京城墙遗产监测预警平台建设;2016年完成方案设计,进入申请立项阶段.根据世界文化遗产保护的完整性和原真性原则,对照申遗标准,南京城墙在组合申遗过程中必须对城墙遗留本体和护城河等遗址部分的历史文化遗产资源进行完整性全面的保护。
