長沙走馬樓吴簡竹簡中出現的草刺文書爲縣列曹起草呈送縣廷審核、簽署,需要郡府處理事務的摘要。封發類文書是由縣廷統一封緘、發送文書的摘要。草刺類文書是通過歸納具體文書和簽牌而形成。歸檔時自成一類,單獨收卷,内部以事類爲中心。草刺文書所反映的孫吴郡、縣政權處置基層事務的流程爲:縣曹吏負責具體事務的處理,將草撰好的文書上報縣廷,縣廷根據需要,選擇部分内容上報至郡府,或郡府委派督郵等方式進行處理。在這一過程中,縣廷是日常行政運轉的樞紐。
