我省地处黄河、长江中游,是全国水土流失较严重的省份之一。1999年以来,全省人民积极响应党中央“再造一个山川秀美的西北地区”的伟大号召,认真落实国务院“退耕还林(革),封山绿化,个体承包,以粮代赈”政策,以退耕还林与调整农村产业结构相结合,与加强农村基础设施建设相结合,与农民的脱贫致富相结合,取得了显著成效。
