逆体制制衡机制是内生于主流权力系统但又总是试图摆脱和抵制主流权力系统的监督与控制而自发形成、自成一体的制衡机制,其主要形成于非预算收入所产生的利益分享过程。逆体制的制衡机制具有普遍性、自发性、隐蔽性和默契性,严重影响着我国正常的社会政治经济生活。必须采取行之有效的治理措施予以遏制一是继续加大预算外资金的清算力度;二是提升审计地位、扩大审计范围、加大审计力度;三是加强舆论监督;四是以薪养廉;五是强化领导干部的思想教育和行为规范;六是从制度上建立有效的防控机制。
