The conference was organized by the British government and the World Health Organization (WHO). It was held at the Elizabeth II Conference Center in London from January 26th to 28th, 1988. There were 148 countries sending delegations, including 114 health ministers or vice ministers. The rest are the heads or experts of the National AIDS Prevention Committee. The Ministry of Health of the People’s Republic of China appointed Wang Shusheng, head of the Guangxi Epidemic Prevention Station, as the head of the delegation to attend the meeting. In addition, there are leaders or representatives of the United Nations Children’s Fund, the Development Planning Agency, UNESCO, the Foundation for Population Activities, the World Bank, etc., the World Health Organization and the United Kingdom.
