2002年,中央颁布《干部任用条例》,在规范干部选拔任用工作,建立健全科学的选拔任用机制,防止和纠正选人用人上不正之风等方面,发挥了十分重要的作用。但随着干部工作形势任务和干部队伍状况的变化,《干部任用条例》已经不能完全适应新的要求。2014年1月,中共中央印发《党政领导干部选拔任用工作条例》,把信念坚定、为民服务、勤政务实、敢于担当、清正廉洁作为好干部标准,要求干部选拔任用坚持群众公认原则,树立注重基层的导向。
