1999年4月26日至4月30日,联合国教科文组织在汉城召开第二届世界技术与职业教育大会,许多文件和主要发言中提到了世界职业教育观念的变化。这次大会认为:第一,职业教育应该是所有国家发展日程的一个重要构成部分;第二,必须重视教育、培训和就业政策的紧密联系;第三,职业教育不应该仅仅由“需求驱动”,也应该由“发展需要”驱动,职业教育应该是人的整体教育的一个组成部分,应该为全民提供终身学习机会。从中我们可以看到职业教育已从原来设立时只进行狭隘的职业技术培训、为企业输送急需的技术工人或初级技术人员发展为人的整体教育的一部分,为提高全民的综合素质做贡献。具体来说,职业教育主要有以下这几方面的重大变化:
From April 26 to April 30, 1999, UNESCO convened the Second World Conference on Technology and Vocational Education in Seoul. Many papers and major speeches mentioned changes in the concept of world vocational education. The conference held that: First, vocational education should be an important part of the development agenda for all countries. Second, attention must be paid to the close links between education, training and employment policies. Third, vocational education should not be based solely on “demand-driven” Should also be driven by “development needs.” Vocational education should be an integral part of the overall education of the people. It should provide life-long learning opportunities for all. From which we can see that the vocational education has only made narrow vocational and technical training when it was originally set up, as part of the overall education for delivering urgent need of skilled workers or junior technicians to enterprises, and contributing to improving the comprehensive quality of the entire people. Specifically, vocational education mainly includes the following major changes in these areas:
