为缅怀革命英烈,寄托人民的哀思,中国人民政治协商会议第一届全体会议于1949年9月30日通过了在首都建立人民英雄纪念碑的决议.首都人民英雄纪念碑兴建委员会于1952年5月10日正式成立,主任由当时北京市委书记彭真担任,副主任由国际著名建筑家梁思成担任,秘书长薛子正.纪念碑工程于1952年8月1日正式动工,1958年4月23日竣工,历时59个月.
