平衡记分卡是组织绩效管理方法之一,具有一定的重要作用,目前在各个企业都得到了有效的推广,与其同时引起了公共部门的重视。目前,平衡计分卡在我国公共部门还不成熟,属于初步尝试阶段。针对公共部门的绩效管理存在的问题研究,并根据我国公共部门存在的特殊性,而对平衡计分卡在我国公共部门的可行性进行分析,就以我国政府部门为例,研究其平衡计分卡在我国公共部门绩效管理实效作用,具有重大的理论指导与实践意义。
