下马关镇位于同心县东缘,北靠韦州镇,东北、西南与盐池县和甘肃省的环县接壤,西距县城90余公里。2009年,全镇约6000户2.6万多人,到2013年年底,全镇人口已增加到近8万人。在本是干旱贫瘠的土地上一下子增加了几万移民,这些人的土地从什么地方来,如何管理,基层党组织建设如何加强?带着这些问题,记者踏上了赴下马关镇采访的路程。
