柴方胜中共青岛市委党校法学部主任、教授,青岛法学会副会长,青岛仲裁委委员会仲裁员。多次荣获山东省党校系统优秀教学奖,主持完成山东省党校系统科研课题、青岛市社科重点课题,在全国权威学术报刊发表学术论文60余篇,科研成果获得市级以上奖励10余项。是2009年山东省“富民兴鲁”劳动奖章获得者、经典案例申请人称,与被申请人于2013年3月1日签订《工程承包合同》,合同约定申请人承包被申请人的涉案工程,合同总价为6000万元。
