一、城市街道体制改革概况中华人民共和国成立四十年来,城市基层政权比较稳定。党的十一届三中全会以来,特别是1984年,中共中央作出了《关于经济体制改革的决定》后,城市经济体制的改革全面展开,城市基层政权管理体制方面存在的问题便逐渐暴露出来,上层建筑与经济基础的矛盾日益尖锐,城市基层政权管理体制的改革摆到了人们面前。
