宁夏于2014年9月在全国率先成立了省级离退休干部党工委,形成了自治区、市、县(区)三级离退休干部党建工作新格局。今年以来,宁夏以学习贯彻落实中办发3号文件精神为契机,采取系列举措不断加强离退休干部党建工作,有效促进了离退休干部工作转型发展。首先,着力加强调研督查。宁夏离退休干部党工委联合“四大办公厅”对各地各部门贯彻落实中办发3号文件及宁党办36号文件精神情况进行了调研督查,目前,大多数市(县、区)按照人均不低于50元的标准将离退休干部党建工作经费纳入了财政预算;吴忠、固原等地专门出台政策进一步明确离退
